I hear the diving is not bad in the NE, especially Fernando de Noronha.
I visited Brazil, in November last year. Recife, Salvador and then Rio.
I dived twice in Paraty, a bit South of Rio. I may finish editing the video in the next 2 days, I'll post it here if I do.
